"If you haven’t heard back from me within six weeks, I'm sorry to say I've decided I'm not the ideal match for your project." Folio does allow you to submit to other agents. Although she also says, "Please note that my colleague, Estelle Laure, and I work very closely together. Any queries to me should also be considered queries to her." I am seeing where she's sent form rejections out, so I'm not sure what the situation is.
